Happy Caturday!
We used Photoshop Elements 13 again for this photo art. Mum added both oil paint filter and watercolour filter to create this lovely effect (after tweaking it a bit to get it to her satisfaction). Then she added the frame from some other program but she can't remember which one. It's definitely one of the free online ones 😻
